The Leaders of Tomorrow campaign will help fund the creation of the Janis and George Fleming Cub World, a facility that will delight Cub Scouts with adventure and discovery, while inspiring their imaginations and engaging them in the Scouting experience. The Janis and George Fleming Cub World will be located at Bovay Scout Ranch, where there is ample room and existing infrastructure to support the development. The first phase of construction has a budget of $3,126,936 and includes six (6) campsites with pavilions, three (3) restrooms and showers, and two (2) program elements. These projects will be funded with $1,500,000 raised from the Leaders of Tomorrow campaign and other Council assets. Situations Change The Memorial Day 2015 floods caused significant damage and loss to the Cockrell River Camp at El Rancho Cima, resulting in its closing and required us to develop short-term and long-term strategies on how to continue to operate Boy Scout summer resident camp. In June 2015, the Council’s Board of Directors created a new ad hoc Task Force to develop a program implementation plan for Boy Scout summer resident camp for 2016 through 2018 and to present a future long-term strategy for Boy Scout summer resident camp operations to the Council’s Executive Committee for review and consideration. The Task Force conducted extensive research as they considered the following criteria for every possible alternative: (1) Affordability, (2) Program, (3) Quality, (4) Impact, and (5) Sustainability. After months of diligent analysis and vetting fourteen options for the best long-term strategy for Boy Scout summer resident camp, the Task Force recommended to hold Boy Scout summer resident camp at the new Camp Strake instead of continuing to conduct it at El Rancho Cima and to eventually close El Rancho Cima and sell the property. Even though we had included approximately $11,400,000 in the Leaders of Tomorrow campaign to make improvements at El Rancho Cima before the flood, the cost after the flood to rebuild El Rancho Cima, which only included getting Cockrell River Camp to the Council’s new standards, was estimated at $22,637,000. The new Camp Strake could be revised to accommodate a Boy Scout summer resident camp for approximately $4,600,000. In December 2015, Sam Houston Area Council’s Board of Directors approved a plan to conduct Boy Scout summer resident camp at the new Camp Strake, to close El Rancho Cima and to sell the property, to redirect the funds from the Leaders of Tomorrow campaign originally planned for El Rancho Cima to the new Camp Strake, and to construct the future Janis and George Fleming Cub World at Bovay Scout Ranch. The desire is to continue to conduct Boy Scout summer resident camp at El Rancho Cima through the summer of 2018 and transition to the new Camp Strake with the Boy Scout summer resident camp in the summer of 2019.
